What does the line mean in my pool ranking (e.g. between number 5 and 6)?

We have two rankings: one individual and one for pools. We're talking about the latter. The bar simply means: If you’re above it, your points contribute to the pools ranking. If you’re below it, you’re still participating in your pool, but your points do not contribute to the pools ranking.
